Symphony Control

Owner-operated Jira-driven AI-agent control plane (PLAT-104). Signed webhooks land at /api/webhooks/jira. Eligible issues can queue a run when the executor is armed and the shared AI-gateway workload is registered. Operator views (dashboard, queue, arming) are session-gated on the dashboard. This is an internal operations surface, not a public product.
